What the Official Sources Say

  • PDPL Article 8: controllers must apply technical and organizational measures against unauthorized access, alteration, disclosure, loss or destruction, and record those measures.
  • PDPL Article 9: anyone with access to personal data may process it only on the controller's instruction or a court order; this duty continues after employment ends.
  • Order 43 of 2022 Article 2 lists measures including regulated access to stored data, password protection, firewalls, backup and access-control protocols for physical and digital data.
  • Order 43 Article 2(6) requires defining each employee's competence by assigned task; Article 8 requires periodic staff training on the Law.
  • PDPL Article 8 requires a written processor contract: the processor acts only on controller instructions and meets equivalent security and confidentiality duties.

In Practice

What This Means for Your ERP

  • Use role-based access limited to each user's job task, and review role assignments periodically.
  • Enforce password policy and log access to personal-data screens, exports and reports so the controller can evidence its recorded measures.
  • Keep a documented register of security settings (roles, backup, access protocols) that can be shown to the Authority.
  • Where a hosting or support vendor touches data, hold a written processor contract and restrict vendor accounts to instructed tasks.
